SERCC Mission

In April 2002, Kansas Governor Bill Graves, by Executive Order No. 2002-04, established the State Energy Resources Coordination Council. The Council was created with the purpose to collect and compile information pertaining to the availability, production and use of energy in Kansas; to formulate an initial comprehensive state energy plan and; to advise the Governor and Legislature of energy trends in production, consumption and any tax or revenue implications.

The Council will review and modify the state energy plan, and report its findings and recommendations annually. The Council's first report was submitted to the Governor on January 13, 2003 (See below, right).

Vice-Chair, Brian Moline, is Chairman of the Kansas Corporation Commission, Topeka.

David Springe, is Public Counsel for the Citizen's Utility Ratepayer Board.

Michael Volker, Hays, is Manager of Pricing and Market Research for Midwest Energy, Inc.

David Dayvault, Jr., Wichita, is Senior Manager at Grant Thornton, LLP, a national CPA firm, with emphasis to clients in the energy industry.

J. Alex Silver, is Vice President and Projects Director for Black and Veatch's Energy Consulting Services Section, Leawood.

Stan Zaremba, founded Zarco Inc. in Lawrence in 1968 and serves as its president.

Dave Phelps, Topeka, is Executive Director of Generation for Westar Energy.

Colin Hansen is Executive Director of Kansas Municipal Utilities, McPherson.

Barry Hart is Executive Vice President of Kansas Electric Cooperatives, Topeka.

Galen Menard, McPherson, is Vice President of Supply and Trading for National Cooperative Refinery Association.
