House Bill 2104 (PDF) - A recommendation of the Kansas Energy Council in
2005 and 2006 -
amend Article 9 of the Uniform Commercial Code to restore a priority
creditor status for sellers of oil and gas production when a purchaser
is in bankruptcy. Such an amendment would follow the language of the
former K.S.A. 84-9-319 which was repealed in 2000.
House Bill 2589 (PDF) - An ACT that will require state agencies to purchase a percentage of their electricity from renewable resources or technologies. Referred to House Utilities committee in January. Introduced on Jan. 11 and referred to the Utilities committee on Jan. 12. A hearing was held Jan. 24.
House Bill 2636 (PDF) - An ACT concerning the creation of
municipal renewable energy cooperatives; providing for generation and purchase of renewable energy;
authorizing certain sales of such energy.
House Bill 2637 (PDF) - An ACT concerning income tax
credits for home energy efficiency improvements.
House Bill 2642 (PDF) - An ACT concerning energy; enacting the
Kansas energy policy act; establishing the energy policy advisory
group and prescribing the powers and duties thereof; amending K.S.A. 74-616
and repealing the existing section.
House Bill 2644 (PDF) - An ACT concerning the disclosure of
thermal efficiency for new residential structures; when;
amending K.S.A. 2005 Supp. 66-1228 and repealing the existing section.
House Bill 2657 (PDF) - An ACT concerning certain public utilities; relating to
energy efficiency and conservation programs for certain customers;
providing for recovery of certain amounts therefor.
House Bill 2723 (PDF) - An ACT concerning a Tax
credit for electric public utility for certain amounts related to sale of
renewable energy to the federal government.
House Bill 2673 (PDF) - An ACT requiring certain information
be provided to oil and gas royalty interest owners regarding royalty payments.
House Bill 2756 (PDF) - An ACT concerning the Kansas
storage tank act, reimbursement for upgrades and closures.
House Bill 2757 (PDF) - An ACT requiring notification of oil and gas spills to landowners. Introduced by the Environment committee on Jan. 27. Passed committee and House, 124-0. Referred to Senate Natural Resources committee Feb. 23 with hearing set for March 3.Passed Senate 40-0 on March 9. Signed into law by Governor on March 21. House Bill 2904 (PDF) - An ACT concerning Electric
generation facilities; tax credits and exemptions; KDFA bonds; safety requirements.
House Bill 2932 (PDF) - An ACT concerning Jurisdiction
of the state corporation commission over certain utilities.
Senate Bill 361 (PDF) - An ACT amending the Kansas air quality act.. Would likely relate to the construction of new coal-fired power plants and would shorten the appeals process for the Sunflower Electric power plant additions. Introduced on Jan. 12 and referred to the Judiciary committee on Jan. 13. Hearing on Feb. 7. Passed Senate 31-9 as amended on Feb. 23.Passed House 117-7 on March 23. Presented to Governor.
Senate Bill 362 (PDF) - An ACT concerning solid waste and relating to solid waste
disposal areas. This would include the disposal of fly ash and other waste from
coal-fired and other combustion-dependent power plants. Introduced on Jan. 12 and referred
to the Natural Resources committee on Jan. 13. A hearing has been scheduled for Jan. 19.Bill
passed committee as amended on Jan. 26.
Senate Bill 385 (PDF) - A recommendation of the Kansas Energy Council -
an ACT to Legalize negotiations of payments in lieu of taxes
(PILTs) between wind developers and counties after permitting has been granted in
zoned counties. Furthermore, the Council recommends the Attorney General or other legal
counsel be asked for legal clarification on when and how such negotiations can
take place in counties without zoning regulations and in unzoned counties that have
zoned cities or communities.
Senate Bill 388 (PDF) - An ACT establishing the Kansas qualified biodiesel fuel producer incentive fund; amending K.S.A. 2005 Supp. 79-3425
and repealing the existing section;
Senate Bill 393 (PDF) - An ACT concerning Tax exemptions and
credits for production of biodiesel fuel.
Senate Bill 414 (PDF) - An ACT of the Senate Utilities Committee
enacting the gas safety and reliability policy act.
Senate Bill 534 (PDF) - An ACT concerning Windpower electric generation
facilities, relating to standards for operation.
Senate Bill 544 (PDF) - An ACT concerning Motor-vehicle fuel taxation, rates,
ethanol blends.
