House Bill 2014 (PDF) - AN ACT concerning utilities; relating to the Kansas electric transmission authority; granting authority to establish and charge fees. This amendment passed the House on a vote of 79-44. 84 votes are needed to override a veto. A similar measure passed the Senate, 31-9 on March 4.
House Bill 2016 (PDF) - AN ACT establishing limits for mercury, nitrogen oxide and sulfur dioxide from certain emissions units. Introduced on Jan. 13. First hearing on Feb. 2. House Bill 2017 (PDF) - AN ACT establishing a deadline for decisions by the state corporation commission and with some relevance for green pricing programs for utilities. Bill introduced on Jan. 13. House Bill 2020 (PDF) – AN ACT establishing the renewable energy incentive program with variable utility purchase rates, based on a percentage of the utility’s residential retail rate. House Bill 2025 (PDF) - AN ACT that would create an independent electric transmission company in Kansas; introduced Jan. 15. House Bill 2034 (PDF) - An ACT requiring utilities to develop means of reducing greenhouse gas emissions. Introduced on Jan. 20 by the House Energy and Utilities Committee. House Bill 2035 (PDF) - AN ACT concerning utilities; relating to cooperatives; amending K.S.A. 66-104d and repealing the existing section House Bill 2038 (PDF) - An ACT concerning utilities; relating to fossil-fuel electric generation standards and innovative renewable, distributive generation and transmission technology. Introduced on Jan. 20 by the House Energy and Utilities Committee.
House Bill 2043 (PDF) - AN ACT concerning utilities; establishing the net metering and easy connection act for wind generation; House Bill 2051 (PDF) – AN ACT concerning utilities; establishing the net metering and easy connection act for solar generation; House Bill 2127 (PDF) – An ACT establishing the renewable energy standards act and net metering and easy connection act, and establishing energy efficiency standards for state buildings; introduced Jan. 28, first hearing was on Feb. 3.
House Bill 2182 (PDF) – Requiring the Kansas air quality act to be consistent and uniform with the federal clean air act; Hearing on Feb. 5
House Bill 2196 (PDF) – A bill that would eliminate the property tax exemption for renewable energy equipment. Hearing in the House Taxation committee was held on Feb. 27 and is scheduled to continue the next week.

House Bill 2225 (PDF) – An ACT granting certain utilities the option to purchase power from new pulverized coal electricity generating facilities.; introduced Feb. 3, first hearing was on Feb. 5.
House Bill 2271 (PDF) - An ACT concerning regulations for underground hydrocarbon storage wells.. Introduced on Feb. 4; first hearing on Feb. 5 Senate Bill 108 (PDF) - An ACT authorizing bonds for certain economic development projects; wind energy; would allow the state to issue up to $5 million in bonds to support qualifying new businesses. Introduced Jan. 27, passed Senate 40-0; passed House 125-0; signed into law by Governor on April 6. Law takes effect on April 16.
